Enforcement of tougher immigration policy has started in Arizona and in other parts of the country as President Donald Trump's administration enters its second week. Meanwhile, the fate of a new memo pausing distribution of federal grants and loans was challenged in the courts after hours of confusion Tuesday for entities and programs that typically receive billions of federal dollars.
