In WAP I've got a published app using ADFS preauthentication of type Web and MSOFBA. It sees the relying party trust so communication is happening between WAP and ADFS.

I got around this by creating a single ADFS farm, with 2 servers on-prem, and 2 servers in Azure. I then have 4 WAP servers, 2 on-prem, and 2 in Azure.
