President Trump’s order to halt most foreign aid has intensified humanitarian crises and raised questions about the United States’ reliability as a global leader.

The White House Office of Management and Budget on Wednesday rescinded a memo that froze federal grants and loans and created widespread confusion this week.

Several executive orders Trump signed last week pause or end some federal funding. Those executive orders, which remain in place, include the freezing of foreign aid, all funds to federal grantees who received money for DEI-related purposes and all funds appropriated through the Inflation Reduction Act.
