TVA said after 4 p.m. the Nolichucky Dam "is stable and secure." Safety experts did a thorough review, TVA said, and water levels continue to fall. "We are notifying local emergency management agencies that we are transitioning to an advanced monitoring mode of the dam and exiting the emergency condition," the TVA wrote on X.
The authorities were evacuating people downstream from the Nolichucky Dam, warning that a breach could cause deadly flooding.
Unicoi Emergency Management Agency officials said the number of people has increased from 33 to 73 people missing.
