Oct 15, 2022 · SteamVr stuck in infinite "starting downloading" loop. SteamVR is stuck in a loop trying to download a 0B update. SteamVR update stuck in starting downloading and flashing. Dec 26, 2020 · I would launch Steam as administrator and try to uninstall SteamVR. If this does not work, then uninstall it by hand completely. There are guides on the Internet to do it so. yea i fixed it it was because it had virtual desktop open and connected which was tryna use it so it kept pausing it thinking it was done. #2.
SteamVR Performance Test is no longer available in the Steam Store.
It hasn't been updated in years and has no knowledge of modern components. It only spreads mis-information about what hardware to use for VR. Running actual VR games, or at least demanding flatscreen games at high framerates is the only way to verify if your computer is "VR ready" if no one else has benchmarked your hardware for this use case.

Try Clicking the Windows Button, Then Search for Graphics Settings, then click On Browse, Then Go to Windows, then Go to "Program Files (x86)" Then Find The Steam Folder, open the folder, and then Go to Steamapps, then common, then SteamVR, then bin, and win64, Then you add vrmonitor.exe, vrdashboard.exe, and vrserver.exe. then it should hopefully work.
